If by “artificial orbit” you mean “artificial gravity” (do you?), then yes — a spinning ring around a satellite (or actually just in empty space) would create an acceleration outwards, which people inside the ring would feel as if it was gravity.

This is why is some Science Fiction movies you’ll see ring-shaped spaceships — so that people inside can live with gravity as if they were on the Earth! Those are particularly useful if we ever want to do long-distance interplanetary travel, something that will require spending hundreds of years in space!
