      No, I think that even with the most powerful telescopes, we cannot resolve something on Mars that is only a metre or two in size. In fact, even with the Hubble Space Telescope (which has the best resolution of any optical telescope), it can only resolve structures on Mars with sizes of 17 miles or more.
